- 摘要：The Europeanelectricitymarketdesignisbasedonzonalmarketswithuniformprices.Loca-tional pricesignalswithinthesezones{necessarytoensurelong-termeciency{arenotprovided.Speci cally,ifintra-zonalcongestionoccursduetomissinggridexpansion,themarketdesignisrevealedasinherentlyincomplete.Thismightleadtosevere,unwanteddistortionsoftheelectricitymarket,bothintheshort-andinthelong-term.Inthispaper,westudythesedistortionswitha speci cfocusontheimpactofrestrictedgridexpansionunderzonalmarkets.Forthis,weusea longtermfundamentaldispatchandinvestmentmodeloftheEuropeanelectricitysystemandgradually restricttheallowedexpansionofthetransmissiongridperdecade.We ndthatthecom-bination ofanincompletemarketdesignandrestrictedgridexpansionleadstoamisallocationofgeneration capacitiesandtheinabilitytotransportelectricitytowhereitisneeded.Consequencesare severeandleadtoloadcurtailmentofupto2-3%.Moreover,missinggridexpansionmakesitdicult andcostlytoreachenvisagedenergytargetsinthepowersector.Hence,wearguethatinthe likelyeventofrestrictedgridexpansion,eitheradministrativemeasuresor{presumablymoreecient{anadaptationofthecurrentmarketdesigntoincludelocationalsignalswillbecomenecessary.
