摘要：The global trend of the information and network has changed the peoples' life and work style. The traditional OA model can't keep step with the rapid development of the information society. Time and space becomes a main obstacle to the OA. This paper puts forwards a new thought to solve this problem by designing a mobile message module. It can realize mobile OA and may promote the development of the E-government.
