其他摘要：The purpose of this study, to investigate the sustainability of fiscal policy followed an unstable process in recent years, especially in developing countries. Traditionally the concept of fiscal sustainability was evaluated with the help of external debt sustainability. In the absence of borrowing, however, this concept was used to explain the relationship between costs and resources. In this study we investigate the stationary characteristic of foreign borrowing. According to our econometrics results we found that fiscal policies are unsustainable of eight developing countries - Brazil, China, Chile, India, Mexico, Russia, South Africa and Turkey- between 1980-2010 period. We found cross-section dependancy from our analysis. So the second generation unit root test was being studied. These test are SURADF (Seemingly Unrelated Regression Augmented Dickey-Fuller), MADF (Multivariate Augmented Dickey-Fuller), CADF (Cross-Sectionally Augmented Dickey-Fuller) ve CIPS (Cross-Sectionally Im-Pesaran-Shin).
