摘要：The Reform of the State of Minas Gerais, named Management Shock, consists of a government policy that aimsto boost the public state management to adopt new management standards. Hence, the aim of this study is toidentify and analyze the variation of public accounts that comprise the revenue and expenditure budget of theState of Minas Gerais, 2001 to 2009, and how the state government has achieved the goal of deficit zerothrough state reform. To meet this goal, there was a descriptive, documentary and bibliographical research withqualitative and quantitative analysis of data. The results show that the government of Minas Gerais hasachieved the goal of zero deficit due to the increase of the Budgetary Revenues (Equity Revenue, Net CurrentTransfers and Tax Net Revenue) and reduction of the Budgetary Expenditures (expenses Payroll) until 2004,and the lower rising of costs in relation to revenues during the rest of the period. It was also identified anincrease in investments, which include constructions, facilities, and health, in the Government of Minas Gerais
