摘要：Este texto pretende perceber e explicar de que forma algumas personagens e instituições que determinavam o modo como era definida e executada a política externa portuguesa entre 1941 e 1955, enfrentaram circunstâncias internacionais que não controlavam e os vários desafios decorrentes da formação e, mais tarde, da existência da Organização das Nações Unidas.
