摘要：Завышенная электроемкость экономики России и ее регионов в условиях весьма высоко- го и все возрастающего уровня внутренних цен на энергоносители представляет угрозу кон- курентоспособности и эко номической безопасности страны. Аргументируется, что р азвитие малой распределенной энергетики позволит снизить цены на электроэнергию и повысить энергетическую эффективность за счет сокращения затрат на транспортировку энергоноси- телей и уменьшения потерь энергоресурсов. О характеризован новейший успешный опыт развития распределенной тепловой генерации электроэнергии на Южном Урале . Приведены аргументы в по льзу того, что на Юге России и в Волгоградской области целесообразно р аз- вивать малую распределенную энергетику с использованием возобновляемых источников энергии. Показано, что использование ветровой и солнечной энергии, а также биомассы имеет значительный потенциал на Юге России. Дан анализ инструментов для стимулирова- ния развития малой распределенной энергетики и обсуждены возможности их применения
其他摘要：The overestimated electrocapacity of economy of Russia and its regions in the conditions of rather high and escalating level of the domesticl prices for energy carriers carries a threat for comp etitiveness and economic safety of the country and its regions. In this paper it is given a rea- son that development of the small distributed po wer generation will allow to constrain a rise in prices for the electric power and to raise power efficiency at the expense of reduction of expenses for energy transportation and reduction of losses of power resources. The newest successful experi- ence of develop ment of the distributed thermal generation of the electric power in Southern Ural Mountains is characterised. There is given the reasons that in the south of Russia and in the Volgo- grad region it is expedient to develop a little distrib uted power using the renewed energy sources. It is shown that the use of wind and solar energy and also biomass has considerable potential in the South of Russia. The analysis of tools for stimulation of development of the little distributed power is given and the possibilities of their application are discussed.
