摘要：This edition examines the impact of the sanctions imposed on Russia during the last year, and Moscow’s response. Firstly, Peter Rutland provides an overview of the sanctions, outlining that they have had a more serious impact than President Vladimir Putin anticipated, but have yet to induce Russia to engage in more cooperative behaviour. Secondly, Stephen K. Wegren considers the embargo Russia has imposed on food imports from countries that participate in sanctions against it, suggesting that import substitution from domestic producers and other countries will lessen the impact on Russian consumers. Thirdly, Randall Newnham analyses Russia’s use of economic tools to leverage influence over states in the former Soviet space, arguing that like its “masked warfare” in the security realm, Moscow has sometimes been able to hide its true intentions, concealing sanctions as “routine business decisions” or “bureaucratic measures”. Fourthly, Olga Gulina provides a statistical overview of the refugees fleeing the fighting in eastern Ukraine.
