标题：All-Russian electrotechnical congresses and the problem of establishing of the special electrotechnical education in Russia at the beginning of the XX century
摘要：The author of the article performs the analysis of the discussion which took place at All-Russian electrotechnical congresses at the edge of XIX-XX centuries with respect to the problem of establishing a special electrotechnical education of different levels, as well an attempt to open a high social electrotechnical school in Moscow constructed taking into account the best European experience.
