摘要:In the new millennium, members of the United Nations system decided to set specific goals to improve life of the population, mainly the poorest people. Colombia welcomed this new guide and proposed own national targets to achieve in 2015. The progress made in each goal is determined by multiple structural features, whose expression varies by the territory (national, departmental and local). To identify these territorially variation, a comparative analytical study was performed using statistics from the National Institute of Health and National Bureau of Statistics. With these data, rates and reasons were calculated for Colombia, Magdalena and Santa Marta for the period 2005- 2009. Outcomes showed some achievements at national level, such as decrease of maternal mortality rate (in 2005 were 73X100.000 live births and 59X100.000 live births in 2009). In contrast, the dynamic of HIV showed increase (In 2005 registered 3976 new cases while in 2009 were 8094 new cases). In addition, the gap between national and local achievements was identified. It is hoped that these results will be used to the “decision-making” at local, national and international levels. These decisions must to go beyond the formal implementation of health indicators to generate a really transformation of the lives of the people involved.
