  • 摘要:Michael H uemer's The Problem of Political Authority addresses the question of whether the state is, or can be, legitimate. 1 He expounds and criticizes a number of different types of solution before presenting and defending the solution he favors. The attempted solutions that he rejects are traditional social-contract theories, hypothetical social-contract theories, appeals to democratic processes, consequentialist accounts, and fairness accounts. What those attempted solutions have in common is that they try to show that the state is, or can be, legitimate. Huemer concludes: "No state is legitimate, and no individual has political obligations" (sec. 13.5.1). Accordingly, the solution that Huemer defends is that there is a form of anarchism that will yield the benefits that are usually ascribed to the state while avoiding the ills that states produce
