摘要:Not only since the initiation of the development program ‘BA 2020’ the Federal EmploymentAgency (Bundesagentur für Arbeit) understands itself as a ‘learning organization’.In this context a new instrument for organizational controlling and selfmonitoringwas implemented. The new system of target indicators is used to measureand evaluate the efficiency and effectiveness of employment services. This researchproject investigates the practices of employment services in the framework ofthe enhanced controlling instrument that is supplemented by qualitative indicators.Our focus is on the productive and contra productive, intended and unintended interactionsthrough and between the reformed system and the actions of job agents.The project follows an innovative design in labour administration research. The coreof the organizational ethnographic study consists of participatory observations atadministrative departments and offices that will last several weeks, in addition tointerviews and document analysis. In order to show the numerical incidence of thequalitative based findings, a number of representative interviews with job placementofficers will be carried out in the further course of the project. The study investigatesthe everyday practices in regular operations of employment services and also includesvocational training services as well as employer services.
