摘要：The article analyzes the region’s socio-economic position and identifies the problems hampering its development in the post-crisis period. It reveals the essence and regional experience of formation of development institutions as a tool for economic growth. The efficiency of the development institution is shown and key factors of its formation are identified in the case of the Kaluga Oblast.
