摘要：Modern dünyada, her türlü risklere karşı savunmasız durumda bulunan çocukların aktif olarak yer aldıkları her alanda, korunması ve esenliklerinin sağlanması, günümüzde devletlerin en önemli sosyal sorumluluklardan birisi olarak kabul edilmektedir. Bu sorunla mücadelede özellikle gelişmiş devletler, çocuk koruma politikaları geliştirerek çocuğun aktif olarak yer aldığı spor alanında da uygulamaya koymaktadır. Bu çalışmanın amacı; çocuğun fiziksel, sosyal, duygusal, ekonomik, kültürel, etnik, ahlaki, dini ve siyasal olmak üzere tüm yönlerden güvenliğinin hukuki zeminde ve uygulamada sağlanması olarak tanımlanan Çocuk koruma programına yönelik uygulamaların, İngiltere spor sistemi içerisinde hangi boyutlarda uygulandığının incelenmesi ve spor örgütlerinin politikalarının belirlenmesidir. Tematik derleme deseninin kullanıldığı çalışmada literatüre dayalı Detaylı Kaynak Taraması metodu kullanılmıştır. Araştırma bilgileri uluslararası çeşitli kütüphanelerde, dergilerde, kitaplarda ve birincil kaynaklar olarak spor kurumlarında konuya ilişkin kaynaklar incelenerek elde edilmiştir. Araştırmada elde edilen bilgilere göre; İngiltere’de sporun yönetiminden sorumlu (Federasyonlar, Olimpiyat komiteleri, spor kulüpleri gibi) bağımsız spor örgütleri için çocuk koruma programlarının yasal bir zorunluluk olduğu tespit edilmiştir. Sporda çocuk koruma politikalarının temel amacı, her türlü (cinsel, fiziksel ve duygusal) çocuk istismarı riskini azaltmaktır. Spor örgütleri yönetim şeması içerisinde çocuk koruma sistemleri kurarak, kulüp, federasyon ve merkezi yönetimin ilgili birimiyle koordineli çalışmaktadır. Bununla birlikte, yöneticilere ve antrenörlere özel eğitimler vererek, 18 yaş altı sporcularla çalışacak antrenörlere özel belge alma şartı getirilmiştir. Sporda çocuk koruma sisteminin işleyişine yönelik olarak kulüpler ve spor federasyonları özel yönetmelik ve eğitim programları hazırlamıştır.
其他摘要：The protection and provision of the welfare of children who are in a vulnerable condition to all kinds of risk in the modern world in every field they actively take part in is acknowledged as one of the most important social responsibilites of states in this day and age. In the fight against this problem, especially developed countries promote child protection policies and implement them in every sport field children take active part in. The aim of this study is to examine in which dimensions child protection system, defined as the provision of the child’s safety in all aspects including physical, social, emotional, economic, cultural, ethnic, moral, religious and political on a legal basis and in practice, is implemented within the sport systems of England and to identify the policies of sports organizations. In the study, scanning method based on the literature was used. Research data was obtained by examining the related sources on the subject in various international libraries, journals, books and sports organizations. According to the information obtained in the study, child protection programs were identified to be a legal obligation for independent sports organizations responsible for the management of the sport (such as Federations, Olympic committees, sport clubs). The fundamental purpose of child protection programs is to diminish the risk of all kinds of (sexual, physical and emotional) child abuse. Sports organization establish child protection systems within their governing structure and work in coordination with the related units of clubs, federations and central administrations. Moreover, by providing special trainings to administrators and coaches, the stipulation of obtaining a special document for coaches who shall work with sportsmen under the age of 18 has been laid down. Special regulations and educational programs for sport federations have been prepared intended for the functioning of child protection system in sports.
