摘要：The main problems of land resource management are non-ecological exploitation of agricultural land, non-sanitationof rural space, massive negligence of population and local authorities. Most environmental damage in this field is notestablished and compensated and the majority of land beneficiaries ignore the normatives of land protection. There wasintroduced a penalty for burning stubble, substantially increased the payment discharge and the amount of fines forunauthorized land use and for destruction of soil fertile layer. However, there is no positive change in penalties forcausing erosion, for falsifying and concealing information about the status of land
