摘要：Bu çalısmada Üsküdar’daki 16.-18. yüzyıllarda sehir sosyal ve iktisadî yasamı Osmanlıferman, hüküm ve berât örneklerinden hareketle yansıtılmaya çalısılmıs, stanbul Ahkâm Defterleri veTopkapı Sarayı Müzesi Osmanlı Arsiv Katalogu yararlanılan temel kaynaklardır. Bunlara ilavetenakademik yayınlardan da yararlanılmıstır.Yararlanılan belgelerden fermanlar; Divân-ı Humayûn’da alınan kararlardır ve bunlardefterlere kayıtlıdır. Divân’da alınan kararlardan olusan stanbul ve Üsküdar ile ilgili fermanlargenelde, stanbul’un ve özellikle Üsküdar’ın sorunlarının yönetimine ve çözümüne iliskin olarakmerkezî idarenin bakıs açısını belirtmesi nedeniyle önemlidir. Ancak bu yönetim ve çözüm önerileri,sehir yasamının arzulanan düzeyde ve zamanında gerçeklesmesine yöneliktir.Merkezde tutulan ahkâm defterlerinin önemli özelligi ise, Divân’da belirtilen karar kayıtlarınıntamamının önce mühimme defterlerine daha sonra ahkâm ve sikayet defterlerine kaydedilmis olmasıdır.Bu belgelerden izlenebilecegi üzere, Osmanlı Devleti yönetiminin, bir yandan tüm ülkeye öteyandan Üsküdar’a iliskin sehir sosyal ve ekonomik yasamını, vakıflar rejimini, esnaf teskilatını vekurumlarını, tarımsal süreci ve düzeni, finans ve ticaret hayatını ve vergileme sistemini, yasamın tümhücre, doku ve islemleri itibariyle hem yaygın düzeyde hem de yakından takip etmekte oldugunu vedüzenledigini görebilmekteyiz. Bu takip ve düzenleme süreci; fiil ve kurumlara yönelik önlemleralınması, uyarıda bulunulması ve nihayet cezalandırılması gibi temel noktalarda belirginlesmistir.

The important feature of the center held the canon of books, all of the mentioned decision before the Divan record in the book is important judgments and complaints recorded in the later book. As can be seen from these documents, the Ottoman Empire and management, while the whole country, while Üsküdar on urban social and economic life, the foundation's regime, trades organization and institutions, agricultural process and order, financial and commercial life and the taxation system, all the cells of life, texture and operations as well as the common level to follow closely that we can see and edit. This follow-up and assessment process; take measures to prevent verbs and institutions, such as warning and was finally punished as evident in the basic point.
