摘要：Sosyal devlet pratikleri sadece merkezi yönetimlerin üstesinden gelebileceği ve baĢarabileceği türden uygulamalar değildir. Sosyal devletin yereldeki izdüĢümü sosyal belediyeciliktir. Bu çalıĢmada sosyal belediyeciliğin geliĢim süreci, hukuki altyapısı, iĢlev ve örnekleri, sosyal belediyeciliğe yöneltilen eleĢtiriler ve sosyal belediyeciliğin temel sorunları incelenmektedir. Sosyal belediyecilik kimileri tarafından sistem olarak toptancı bir biçimde, kimileri tarafından ise kötü uygulama örnekleri nedeniyle eleĢtirilmektedir. Türkiye‟de 1990‟lı yıllarda geniĢ biçimde uygulanmaya baĢlayan sosyal belediyeciliğin pek çok sorunu bulunmaktadır. Bu sorunlar sosyal belediyeciliğe özgü olduğu kadar belediyelerin genel sorunlarından da kaynaklanmaktadır. Sosyal belediyeciliğin sorunları, kaynak sorunundan, nitelikli personel sorununa, koordinasyon sorunundan sürdürülebilirlik sorununa kadar geniĢ bir yelpaze çizmektedir. Toplumdaki yoksul ve yoksun kesimlerin can simidi olarak görülen sosyal belediyeciliğin sorunlarının çözülüp, hizmetlerin geliĢtirilip, uygulamalara etkin bir Ģekilde devam edilmesi, sosyal devlet ve sosyal belediyeciliğin bir gereği olarak görülmektedir.
其他摘要：Social state practices are not the implementations that only central administrations can manage and accomplish. Social municipality is the local version of social state. In this study, the development of social municipality, legal structure, functions and samples, critics on social municipality and basic problems of social municipality are analyzed. Some individuals criticize social municipality as a whole system while some criticize it due to poorly-managed implementations. There are a number of problems of social municipality started to be implemented commonly in Turkey in 1990. These problems are originated from general municipality problems as much as social municipality-oriented issues. The problems of social municipality occur in wide range; source problem, qualified personnel problem, coordination and sustainability problem etc. It‟s a necessity of social state and social municipality, regarded as a life-saver, to solve the problems, develop the services and continue the effective implementations of social municipality.
