摘要：Yaşanmakta olan küresel ekonomik krizin etkisiyle bazı ülkelerde korumacı eğilimlerin yükselmesi konjonktüreldir. Dünya üretim, ihracat ve refahına, devlet müdahalesinin sınırlanması serbest ticaret politikalarının katkısı, her zaman korumacı ve müdahaleci politikalardan daha fazla olmuştur. Önü‐müzdeki yıllarda tarım da dâhil bütün sektörlerde serbestleştirme arayışla‐rının yeniden hız kazanması kaçınılmazdır. Gerek ekonomik gerekse sosyo‐lojik değişim ve dönüşüm açısından Türkiye’nin çözmesi gereken en önemli sorunlar arasında tarım sektörüyle ilgili sorunlar bulunmaktadır. Bu çalış‐mada, esas itibariyle yüksek tarımsal istihdam, düşük verimlilik, tarımsal iş‐letmelerde küçük ölçeklilik ve çok parçalılık gibi sorunlara kaynak teşkil eden tarım politikaları eleştirel bir yaklaşımla değerlendirilmektedir. Tarım‐sal reformlar konusunda cesur davranılmalıdır; bu süreçte geleneksel ve kısa vadeye odaklı politikalarda ısrar etmenin kaçınılmaz sonucu, Türkiyeʹnin dünyaya uyum ve toplumsal dönüşüm konusunda daha yavaş ilerlemesidir.
其他摘要：The rise of protectionist tendencies recently in some countries due to ongoing global economic crisis is conjunktural. The contribution of limited state intervention and free trade to world production, exports and welfarehas always been greater than that of protectionist and interventionist policies. In the coming years resurgence of liberalization in all sectors including agriculture is inevitable. Among the major problems Turkey needs to solve in order to accelerate the economic as well as sociological transformation process are agriculture‐related problems. This study critically evaluates Turkey’s agricultural policies which has been the major source of ongoing agricultural problems such as high agricultural employment, low productivity, small size of holdings, and the multi‐pieces land structure. The study concludes that the policy‐makers have to be courageous on agricultural reforms. Insisting on short term‐focused, conventional policies will inevitably decelerate the pace of the process of social transformation and adjustment to the world.
