摘要：In this study, it is aimed to examine the developments that has caused the bureaucracy, that usually comes to the forefront with its negative features, to lose power against political institutions in recent years, by the way of literature-review. Bureaucracy has some legal, material, strategic, organizational and political action resources against politics. In recent years, some developments that reduce the influence of bureaucracy against politics are observed in some fields such as public administration, information technologies and democracy. In this scope, it is evaluated that the advantages obtained by means of some managerial methods such as strategic management, performance management and evaluation, result-oriented management, flexible employment, competitiveness, accountability, establishment of alternative bureaucracies, decentralization, improvement in servicequality, e-government, simplification of budgetary and planning processes, performance-based budgetary system and information technologies have weakened the dominance and/or power-resources of bureaucracy against politics. On the other hand, it is also considered that these developments have positive effects to disintegrate politics and administration from each other.
