تأسیس نیروگاههای هستهای به علت دارا بودن محدودههای حفاظتی که ایجاد سکونتگاههای انسانی را در این محدودهها با محدودیت مواجه میکند، ممکن است محیط جغرافیایی و آرایش فضایی سکونتگاههای اطراف خود را تحت تأثیر قرار دهد. از طرف دیگر، چون اکثر این نیروگاهها در نزدیک شهرها و سکونتگاههای انسانی تأسیس میشوند. بنابراین، مطالعۀ تأثیر آنها در محدودۀ جغرافیایی اطرافشان از اهمیّت بسزایی برخوردار است. در این پژوهش با استفاده از روش توصیفی- تحلیلی و بررسیهای میدانی و کتابخانهای، تأثیر تأسیس نیروگاه اتمی بوشهر بر روند توسعۀ این شهر بررسی شده است. نتایج حاصل از پژوهش بیانگر آن است که تأسیس نیروگاه اتمی در 18 کیلومتری جنوب شهر بوشهر باعث به وجود آمدن سکونتگاههای غیررسمی در شعاع 5 تا 10 کیلومتری نیروگاه اتمی شده است که این محدوده جزو محدودۀ حفاظتی نیروگاه اتمی است و ساخت و ساز در این محدوده ممنوع است. مهمترین عللی که باعث ایجاد سکونتگاههای غیررسمی شدهاند، عبارتنداز: 1- تأثیر احداث نیروگاه در جذب مهاجر؛ 2- تأثیر نیروگاه در ایجاد اشتغال؛ 3- تأثیر نیروگاه بر رونق اقتصادی شهر و 4- تأثیر نیروگاه بر کاهش قیمت زمین در محدودههای حفاظتی نیروگاه؛ به این صورت که با افزایش اشتغال بر اثر فعالیتهای ساختمانی مربوط به نیروگاه اتمی، اقتصاد شهر رونق مییابد و این عامل باعث ایجاد جاذبه برای مهاجران از سایر نقاط به سمت بوشهر میشود. بنابراین، با توجه به کمبود زمینهای لازم برای گسترش شهر و همچنین، عدم توانایی مهاجران برای تأمین مسکن در چهارچوب قانون در حریمهای حفاظتی نیروگاه به صورت غیر قانونی ساکن شده و سکونتگاههای غیررسمی را که هیچ گونه خدماتی به آنها ارایه نمیشد، به وجود آوردند.

   Because of having conservation areas that limit creation of human settlements , establishment of nuclear power plants may affect geographic environment and spatial arrangement of surrounding settlements and as most of these power plants are established near cities and human settlements the study of their impact within the surrounding geographical environment is very important. In this study the impacts of nuclear power plants of Bushehr on the procedure of expansion of the city have been considered by using various descriptive and analytical methods, and field work. The results indicate that establishment of nuclear power plant in a distance 18 kilometers away from the south of the city have caused the problem of unplanned residential areas or informal settlements within the range of 5 to 10 kilometers of the power plant, while the range falls within the conservation area in which creation of buildings is banned. The most important reasons for creation of these informal settlements are listed subsequently: 1- The impact of establishing nuclear power plant on attracting immigrants 2- The impact of nuclear power plant on increasing employment 3- The impact of this power plant on economic prosperity of the city 4- The impact of nuclear power plant on reducing land price in consevation areas. In other words, by a increase in job opportunities resulted from building constructions associated with nuclear power plant, a prosperity in the city economy is appeared that this responsible for motivation for people of other regions to migrate to this part of Bushehr. Therefore, considering both lack of sufficient lands for city expansion and also disability of immigrants to provide legal housing for themselves, these people have started to settle in the nuclear power plant conservation areas and build informal settlements with no services in them.
