摘要：Hazardous chemicals constitute vulnerability factor in their use; hence the existence of environmental problems caused by aggressive decisions toward environment, associated with the low perception of risk in the management of hazardous chemicals. This is one aspect that has been taken into account in the development of a research aimed at strengthening local political capacities in the field of urban environmental management in Havana city, Cuba, for its impact on human health and environmental pollution.
