摘要：Republic of Moldova started to implement the National Qualifications Framework in Higher Education in 2006,according to the Ministry of Education Regulations. The process of qualifications elaboration has given the qualificationsin all areas of higher education. However, the elaboration is at the initial level and a lot of work should be done. Thefollowing article is an attempt to present the conceptual approach to qualifications in Higher Education and intends tobe the first in a series that would be provided in the present publication.
