摘要:Build-Operate-Transfer (BOT) projects in Kuwait haveincreased in number, size and type over the last couple ofdecades. The usage of an inflexible annual rental rate as a plotpricing system which disregard social gain, environmentalconsiderations, general economic conditions, etc. has led to asub-optimum level of public revenue and inadequate protectionof the public fund. And over a number of years, the magnitude ofthe losses in public revenue from these projects has led to theaccusation of public fund mishandling, cancelation of manyBOT contracts by the government and the call by the NationalAssembly to the enactment of a legislation that would regulatethe BOT projects, and establish a fair, transparent and justifiedpricing system for public plots of land offered to these projects.In response to this critical national problem 1 , this paperpresents a decision support system for the Plot Pricing of BOTProjects in the State of Kuwait. The decision support systemincludes a multidimensional plot pricing model specified in [1].The objective of the decision support system is to create anenvironment that would directly enable the maximization ofpublic revenue and indirectly provide the necessary protectionof the public fund.
