摘要：As a new starting point of reform, The Third Plenary Session of the 18th Central Committee has put forward new measures and requirements on the development of non-profit organizations (NPO). Meanwhile, in the new environment of further accelerating government function transformation, NPO should also realize its positioning along with the environment. As a “third sector”, NPO plays an increasingly significant part between government and enterprises, as well as government and the society. Faced with the new starting point of reform, NPO are still fighting against a good number of problems for development. The paper integrates with new reform environment, discovers factors that hinder NPO development and comes up with specific suggestions.
