摘要:Humanitarian assistance is intended to ameliorate the human costs of war by providing relief to vulnerable populations. However, most scholars think that the introduction of aid resources into conflict zones may influence subsequent violence patterns and expose intended recipients to new risks. Herein, the study investigates the potential positive externalities associated with humanitarian aid. The survey argues that humanitarian aid can be more than a "Band-Aid solution" to improving the situation of intended beneficiaries in different conflict zones. To prove this point, the benefits of humanitarian intervention and aid during and in the wake of the Rwandan genocide will be examined and evaluated. The case study of Rwanda indicates that the humanitarian aid in Africa is playing a positive role in reducing conflict rather than exacerbating it, although the latter exists. The study will also attempt to assess the value of humanitarian aid effects in conflict areas and consider how to eliminate or minimize these negative consequences to increase the effectiveness of future humanitarian aid in reducing conflict in Africa.
