摘要：A constitution not only consist of the basic rule or grand norm of a country, but also of the rules of the game for any socio-political activities serving as a way of life of a nation to build the country. Principally, a state constitution is used to limit the power of the government and to assure the people’s political rights. In this case, the government power (executive) should be in a good balance with the parliament power that represents the people (legislative) and other state powers. Therefore, it is necessary to understand the values of the constitution completely and holistically, so that the people may reconstruct and analyze the whole content of the constitution. But it is still inadequate to take some indications of the sources of values. In fact, the practice of analyzing the content of the UUD 1945 turns out being mostly influenced by not merely the sound of the written text but also by its implied meaning.
