摘要：The article deals with the issues of ideological background for the formation of the German Navy and its role in the colonial plans of the German Emperor Wilhelm II in the late XIX – early XX century. It is reported the main directions and peculiarities of the implementation of the naval program, in particular, the characteristics of the coverage of this issue in society and its scientific justification. Much attention is given to the problems of the Kaiser's participation in the formation and development of the fleet, as well as the Emperor's plans for the engagement of the naval forces to participate in the colonial policy of the Empire.
