摘要：Under § 13 of the Constitution of the Republic of Estonia, everyone has the right to the protection of the state and of the law. Under § 19 everyone has the right to free self-realisation. Everyone shall honour and consider the rights and freedoms of others, and shall observe the law, in exercising his or her rights and freedoms and in fulfilling his or her duties. Section 31 of the Constitution vests everyone with the right to engage in enterprise.
