摘要:Created by the United Nations in the beginning of the decade of 1990, the Human Development Index (HDI) arose, as an answer, to a generalized dissatisfaction with the use of GDP per capita as a measure of social welfare. Despite of its popularity, the HDI has been target of some criticisms due to its limited vision. In this sense, the main purpose of this article is going to propose a new index and analyze the social development in Brazilian towns according to the size of the population for the latest Census 1991 and 2000. Furthermore, we seek to evaluate, in a critical perspective, the subjectivism in welfare measures, present in the selection of indicators, definition of weights, values of reference (worst/best value) that can change the position on the rank of the regions or areas that are being compared. These aspects can also conduce to distinct interpretations of the reality. Finally, using econometric techniques, we investigate the causality relation between social development improvements and the growth of the GDP per capita in the period of 2002-2006 and the magnitude that one can influence each other.
