摘要:The Movement of Open Access to scientific information has established itself throughout the world, after the statements Budapest 2002, Bethesda and Berlin 2003. In Brazil this initiative begins to manifest in 2005 on the initiative of the Brazilian Institute of Scientific and Technological Information - IBICT who released a video conference with the participation of the Brazilian Academy of Science and several scientific societies, giving rise to the Brazilian Manifesto support open access to scientific information. In the health sector, in 2005, it was launched under the IX World Congress on Health Information and Libraries - ICML9 the Declaration of Salvador Commitment to Equity, which advocates equity in access to scientific information as an essential condition to improve health of communities. The Oswaldo Cruz Foundation - Fiocruz pioneered into the 'Open Access' in the area through two initiatives led by the Institute of Communication and Scientific and Technological Information in Health - ICICT. The first was the launch of the 'Electronic Journal of Communication Information and Innovation in Health – RECIIS, assumed as an initiative on the golden road of open access. The second initiative was the implementation of 'Institutional Repository Fiocruz - ARCA', characterized as a product of the green lane. This paper describes the history of the creation, development and implementation of the Institutional Repository of Fiocruz - ARCA, which began operations in 2007 with the aim of ensuring the preservation of the scientific and technical memory of ICICT and its expansion from the perspective of promoting free and unrestricted access of research output by Fiocruz.
