摘要：The aim of the present work is to present some results of an investigation, that is being carried out in Porto Alegre and Montevidéu, on the extension of citizens= participation in public administration. This comparison between different participa-tive experiences offers a valuable material to analyze the perspectives and possibili-ties of development of such proposals as well as their main limitations.
