摘要：RESUMO O presente artigo resulta de uma pesquisa acerca do exercício do controle social sobre a política de saúde do município de Campina Grande-PB, realizada através do Programa Institucional de Iniciação Científica – PROINCI, da Universidade Estadual da Paraíba-UEPB, concluída em 2004. O estudo trouxe um aprofundamento teórico sobre o conceito de controle social e um conhecimento em torno da constituição e desenvolvimento do Conselho Municipal de Saúde de Campina Grande - CMS/CG. Tratou-se de um Estudo de Caso que envolveu: a observação sistemática; a revisão de literatura; o levantamento documental; a aplicação de formulários e a realização de entrevistas semi-estruturadas. Dos resultados alcançados, destacaram-se: uma composição distorcida do CMS/CG envolvendo representante do poder legislativo; a falta de continuidade de um processo de capacitação crítico e propositivo; a problemática autonomia sobre o controle dos recursos financeiros; a frágil interlocução com os segmentos representados, dificultando o exercício público do controle social. ABSTRACT The present results in a research about the social control exercise over health policy in the municipality of Campina Grande - PB, carried through the institucional program of scientific initiation - PROINCI, of the Estate University of Paraíba - UEPB, concluded in 2004. The study, in theory, deved into the social control concept and also knowledge around the constitution and development of the Conselho Municipal de Saúde (Health Municipal Councilor) of Campina Grande - CMS/CG. It was about a case study which involved: Systematic observation; literature review; documental raising; the application of forms and the carry-out of semi-structured interviews. Out of the reached results, these on stood out: a distorted composition of the CMS/CG, involving the representative of the legislative power; the lack of continuity of a process of critical and proposal qualification; the problematic autonomy about the control of financial resources; the fragile interlocution with the represented segments, making the public exercise of social control difficult.
