摘要：This text is the result of raising two points of integrated inflection, commented by who lived through these times considered relevant to the successes achieved by the policies outlined by the Capes and the formation of its organizational culture. We try to present the events under the personal perspective by participants and cooperators involved in the events, elucidating gaps which generate tacit knowledge, transmitted by oral communication, the dominant culture at Capes. At this time, another cycle is initiated with the implementation of Sucupira Platform as a baseline of the National System of Graduate Studies.
