摘要:Analyzing the role of the Negro Movement in the process of democratization and bringing to light the structural and institutional racism in Brazil, this paper shows that the 1990s were central for the constitution of a more articulated identity of the Negro Movement at the national level. This has a positive impact for public visibility of the racial question in the country. In response to popular pressure, the State has initiated policies against racism and in favor of the promotion of social equality. Thus, the aim of this work is to discuss the role of the Brazilian State in the promotion of racial equality and in the construction of a public policy agenda, combatting racism and promoting the equality of opportunity for the Negro excluded population.
