U.S. travel and tourism satellite accounts for 2010-2013.

THE TRAVEL and tourism industry--as measured by the real output of goods and services sold directly to visitors--increased 3.5 percent in 2013 after increasing 2.3 percent in 2012, according to the most recent statistics from the travel and tourism satellite accounts of the Bureau of Economic Analysis (BEA). In comparison, the broader economy as measured by real gross domestic product (GDP) increased 1.9 percent in 2013 after increasing 2.8 percent in 2012. (1)

These revised and newly available travel and tourism statistics primarily reflect the incorporation of the 2014 comprehensive revision of the industry economic accounts (IEAs), released on January 23, 2014. (2) This comprehensive revision incorporated updated definitions and classifications as well as statistical changes, including improved methodologies and newly available and revised source data. Combined with new and revised travel- and tourism-specific source data, these improvements allow the travel and tourism accounts to more accurately capture the dynamics of the travel and tourism industry.

Comprehensive revisions, which occur every 5 years, go beyond annual revisions by introducing improvements to the entire IEA time series. Major changes introduced with this latest revision include the following:

* Full integration of the 2007 benchmark input-output account and the annual industry accounts with the national income and product accounts (NIPAs).

* Updated industry and commodity definitions consistent with the 2007 North American Industry Classification System.

* Expanded capitalization of intellectual property products and other definitional improvements.

* Incorporation of newly available and revised annual source data.

* Updated wage and salary employment multipliers from BEA's Regional Economic Accounts Directorate's Regional Input-Output Modeling System II (RIMS II) program, which are used to measure total tourism employment in the travel and tourism satellite accounts.

* New data from the Bureau of Labor Statistics consumer expenditure survey on the breakout of spending specifically for travel.

Highlights from the travel and tourism satellite accounts include the following:

* Real output increased in 18 of 24 commodities in 2013, including both domestic and international passenger air transportation, traveler accommodations, and food and beverage services.

* Prices for tourism goods and services increased 0.6 percent in 2013 after increasing 2.8 percent in 2012. The largest contributors to the overall growth in prices in 2013 were food and beverage services and traveler accommodations. The leading contributors to the deceleration in prices were gasoline and passenger air transportation, both domestic and international.

* In 2013, inbound tourism increased 2.6 percent, and outbound tourism increased 8.1 percent. As a result, the travel and tourism surplus fell to $40.6 billion in 2013 from $46.0 billion in 2012.

The remainder of this article includes a discussion of trends in travel and tourism output and prices, the composition of tourism demand, and tourism value added and employment, followed by the core travel and tourism account tables. Although all years have been revised, this article will focus on the more recent period.

Trends in Output and Prices

Real output

Real direct travel and tourism output accelerated in 2013, increasing 3.5 percent after increasing 2.3 percent in 2012. The acceleration was primarily accounted for by an upturn in domestic passenger air transportation services and an acceleration in international passenger air transportation services.

The largest contributors to the 2013 increase in real travel and tourism output were traveler accommodations, domestic passenger air transportation services, international passenger air transportation services, and food and beverage services. Traveler accommodations, which grew 4.7 percent, contributed 0.85 percentage point to the increase in real output; domestic passenger air transportation, which increased 7.5 percent, contributed 0.81 percentage point. The widespread growth was partly offset by decreases in motion pictures and performing arts, in automotive repair services, and in scenic and sightseeing transportation services, which together subtracted 0.26 percentage point from the increase in real output (table A and chart 1).

Prices

Travel and tourism price growth decelerated in 2013, increasing 0.6 percent after increasing 2.8 percent in 2012. The largest contributors to the deceleration were downturns in the prices for gasoline and for domestic passenger air transportation--after 3 years of price growth.

For the fourth consecutive year, travel and tourism prices increased. The largest contributors to the 2013 growth in prices were food and beverage services, traveler accommodations, and automotive rental and leasing. Food and beverage services increased 2.1 percent and contributed 0.33 percentage point to the growth in prices; traveler accommodations increased 1.1 percent and contributed 0.21 percentage point; and automotive rental and leasing increased 2.9 percent and contributed 0.11 percentage point. These positive price contributions were partly offset by declines in the price for gasoline and in the price for domestic and international passenger air transportation services, which subtracted 0.41 percentage point from the growth in prices (table B and chart 2).

Total output

Total tourism-related output increased to $1.47 trillion in 2013, up 4.1 percent from $1.41 trillion in 2012. Total output consisted of $855.9 billion in direct tourism output and $613.8 billion in indirect tourism output in 2013. The 1.72 ratio of total output to direct output in 2013 means that every dollar of direct tourism output required an additional 72 cents of indirect tourism output (chart 3). (3)

The Composition of Tourism Demand

The travel and tourism accounts include estimates of the composition of tourism demand by type of visitor. These statistics distinguish expenditures of U.S. residents traveling abroad from those of U.S. residents and nonresidents traveling within the United States for leisure, business, or government purposes. The balance of tourism trade is derived by subtracting expenditures on foreign travel by U.S. residents (an import of goods and services to outbound travelers) from expenditures on U.S. travel by nonresidents (an export of goods and services to inbound travelers).

International travel and tourism (the sum of inbound and outbound travel) increased 4.9 percent to $298.6 billion in 2013 after growing 8.5 percent in 2012. Inbound travel and tourism increased 2.6 percent to $169.6 billion, while outbound travel and tourism increased 8.1 percent to $129.0 billion. As a result, net exports of travel and tourism decreased. (table C and chart 4).

Internal travel and tourism by residents and nonresidents increased 3.4 percent to $784.0 billion in 2012. Inbound travel and tourism's share of internal tourism in 2012 (the most recent year for which data are available) accounted for 16.1 percent of the total, which has increased since the end of the recession (table D and chart 5).

National tourism increased 3.2 percent, reflecting strength in travel and tourism by U.S. residents both within the United States and abroad. Outbound tourism's share of national tourism was 17.5 percent in 2012 (the most recent year for which data are available), exceeding the former peak of 17.4 percent in 2010 (table E and chart 6).

Domestic travel and tourism increased 2.5 percent in 2012. Businesses' share of domestic travel and tourism decreased to 28.4 percent in 2012, the most recent year for which data are available. Government's share of domestic travel and tourism in 2012 was 5.0 percent, down from its peak of 5.4 percent in 2010. In general, government travel is more stable than business or leisure and, as a result, its share tends to decrease during upturns in overall travel and tourism. (table F and chart 7).

Tourism Value Added and Employment

Value added

A sector's value added measures its contribution to gross domestic product (GDP). In 2012 (the most recent year for which data are available), the travel and tourism industry's share of GDP was 2.6 percent (table G). Travel and tourism accounted for a larger share of GDP than industries such as utilities, computer and electronic products manufacturing, or broadcasting and telecommunications.

Direct tourism employment increased 2.2 percent in 2013. The largest contributor to the overall growth in employment was an increase in food services and drinking places, which contributed 1.25 percentage points. Traveler accommodations also contributed a large portion of the overall growth in employment, 0.60 percentage point (chart 8). Nearly all industries added employees in 2013; some notable exceptions include air transportation services and gambling (table H).

Total tourism-related employment

Total tourism-related employment increased to 7.6 million jobs in 2013, up from 7.5 million jobs in 2012. The 7.6 million jobs consisted of 5.4 million direct tourism jobs and 2.2 million indirect tourism jobs (chart 9). The most recent data indicate that for every direct tourism job generated an additional 0.42 of a job is indirectly generated.

Revisions

The estimates of travel and tourism for 1998-2012 and the advance estimates for 2013 are based on data from BEA's I-O accounts and the NIPAs, as well as data from the Bureau of Labor Statistics (BLS) quarterly census of employment and wages (QCEW). For 1998-2012, the travel and tourism estimates of output, value added, tourism demand, and employment are based on the revised I-O accounts, which were released in February 2014. For 2013, the advance estimates of real tourism output and prices were derived from the I-O accounts for 2012 and estimates of personal consumption expenditures for 2013 from the NIPAs. The advance estimates of direct tourism employment for 2013 were derived from the revised I-O estimates for 2012 and from the BLS QCEW for 2013.

The revisions to the estimates of real tourism output, prices, and direct tourism employment did not meaningfully alter the picture of travel and tourism activity described by previously published statistics. For 2012, the growth in real tourism output for all tourism commodities was revised down to 2.3 percent from 2.8 percent, reflecting a downward revision in traveler accommodations of 2.3 percent. The growth in prices for all tourism commodities was revised up to 2.8 percent from 2.5 percent, and the growth in direct tourism employment was revised up to 2.9 percent from 2.7 percent primarily reflecting upward revisions within food services and drinking places. (tables I and J). The advance estimates for 2012 in the previous release were updated with preliminary data from the I-O accounts. The advance estimate replacement generally corresponds to larger revisions. Revisions to the statistics for all other years were primarily due to revisions to the I-O accounts.

Key Terms

The following key terms are used to describe the travel and tourism satellite accounts.

Domestic tourism. Domestic tourism includes travel and tourism undertaken by U.S. residents within the borders of the United States. Puerto Rico, the U.S. Virgin Islands, and other U.S. territories are outside of this defined boundary and are classified in "international travel." The travel and tourism accounts break out all expenditures on domestic travel and tourism by type of visitor: resident households, business, and government.

Inbound tourism. Travel-related expenditures by nonresidents traveling within the United States and expenditures by nonresidents on international transportation purchased from U.S. providers. These expenditures exclude expenditures for travel to study in the United States and for medical reasons. (1)

Internal tourism. The sum of domestic tourism expenditures and inbound tourism expenditures (net of all international transportation expenditures). (2)

National tourism. The sum of domestic tourism demand and outbound tourism demand (including all international transportation expenditures). The calculation of outbound tourism includes all expenditures on international transportation, whether purchased from foreign or U.S. providers. This is to create consistency between expenditures by U.S. residents traveling within the United States (domestic tourism) and expenditures by U.S. residents traveling abroad (outbound tourism).

Outbound tourism. Travel-related expenditures by U.S. residents traveling abroad and expenditures by U.S. residents on international transportation purchased from foreign providers. (3)

Tourism commodities. Goods and services that are typically purchased by visitors, such as airline passenger transportation, hotel accommodations, and meals. (4)

Tourism employment. Total tourism-related employment consists of direct tourism employment plus indirect tourism employment. Direct tourism employment comprises all jobs where the workers are engaged in the production of direct tourism output (for example, hotel staff and airline pilots), and indirect tourism employment comprises all jobs where the workers are engaged in the production of indirect tourism output (for example, workers producing hotel toiletries and delivering fuel to airlines).

Tourism output. Total tourism-related output consists of direct tourism output and indirect tourism output. Direct tourism output comprises all domestically produced goods and services purchased by travelers (for example, traveler accommodations and passenger air transportation), and indirect tourism output comprises all output required to support the production of direct tourism output (for example, toiletries for hotel guests and fuel for airplanes).

Usual environment. The area of normal, everyday activities within 50-100 miles of home. (5)

Visitor. A person who travels outside of his or her usual environment for less than a year or who stays overnight in a hotel or motel. The visitor may travel for pleasure or business (private sector or government). Visitors exclude travelers who expect to be compensated at the location of their visit (such as migrant workers, persons traveling to new assignments, and diplomatic and military personnel traveling to and from their duty stations and their home countries).

(1.) In the travel and tourism satellite accounts, inbound and outbound visitors are not differentiated by type of visitor, because the data to prepare these estimates are not available.

(2.) As a component of internal tourism, the calculation of inbound tourism is modified to exclude all expenditures on international transportation, whether purchased from foreign or U.S. providers. This makes possible an equally defined comparison between expenditures by U.S. residents traveling within the U.S. (domestic tourism) and expenditures by nonresidents traveling within the U.S. (inbound tourism).
