DOWNTURNS in durable-goods and nondurable-goods manufacturing, retail trade, and finance and insurance were the leading contributors to the slowdown in U.S. economic growth in 2008, according to advance statistics on gross domestic product (GDP) by industry. Real GDP grew 1.1 percent in 2008 after increasing 2.0 percent in 2007. Nearly two-thirds of private industries contributed to the slowdown in 2008.

The advance statistics on GDP by industry were released by the Bureau of Economic Analysis (BEA) on April 28, 2009. These statistics reflect preliminary source data on the distribution of growth in real GDP and inflation by industry.

Highlights for 2008 include the following:

* Value added, which measures an industry's contribution to GDP, from the private goods-producing sector declined 3.0 percent in 2008 (chart 1); manufacturing value added fell 2.7 percent (see page 24). All major goods-producing industry groups subtracted from GDP growth (see page 25). The sector's share of current-dollar GDP fell to 18.9 percent in 2008 (see page 28)--its lowest share since 1947, the first year for which these statistics are available.

* Value added from the private services-producing sector grew 1.6 percent in 2008, compared with 2.9 percent in 2007. Finance and insurance's value added fell 3.0 percent in 2008--its first decline since 1992. Retail trade's value added fell 0.5 percent--its first decline since 1991 (see page 24).

* Growth in the GDP price index slowed to 2.2 percent (see page 26); growth in value-added prices for the private services-producing sector slowed 0.6 percentage points to 1.8 percent (chart 2). (1) Professional and business services industries contributed the most to the slowdown in the services-producing sector (see page 27).

* Growth in value-added prices for the private goods-producing sector accelerated to 4.4 percent in 2008, compared with 3.2 percent in 2007, reflecting a sharp increase in prices for manufacturing and a further acceleration in prices for the mining industry group (see page 26).

These preliminary statistics were prepared for major industry groups using a methodology that incorporates summary source data from the March 2009 update of the national income and product accounts (NIPAs) (see page 29).

The advance statistics provide reliable information on the direction of change in real growth for major industry groups and an indication of whether industries' real growth was well-above, well-below, or about average with respect to overall GDP growth. (2)

The statistics presented in this article will be revised in 2010 as part of the comprehensive revision of the annual industry accounts. This comprehensive revision will incorporate more detailed industry source data, results from the 2009 comprehensive revision of the NIPAs, and revised 2002 benchmark input-output statistics.

Real Value Added

In 2008, GDP growth was led by professional, scientific, and technical services, information, and health care and social assistance.

Construction value added subtracted from GDP growth for the fourth consecutive year.

Durable-goods manufacturing turned down for the first time since 2001.

Nondurable-goods manufacturing turned down as well and has contracted in 5 of the last 10 years.

Retail trade contracted for the first time since 1991.

Finance and insurance declined in 2008, marking the first downturn in that industry since 1992.

Professional, scientific, and technical services grew for the sixth consecutive year. The industry has grown at least 4 percent each year since 2003.

Health care and social assistance increased 4.6 percent, its strongest increase since 1987.

Slower real GDP growth in 2008 reflected downturns in manufacturing, retail trade, and finance and insurance; 15 of 22 major industry groups contributed to the slowdown.

Transportation and warehousing subtracted from GDP growth for the first time since 2001.

Professional, scientific, and technical services expanded for the sixth consecutive year. In 2008, these industries contributed more than half of the growth in real GDP.

Health care and social assistance accounted for nearly 30 percent of real GDP growth in 2008, its largest share since 1970.

ICT industries remained strong, rising 9.0 percent. These industries accounted for 4 percent of GDP, but accounted for 30 percent of real GDP growth in 2008.

Value-Added Prices

GDP price growth in 2008 was led by mining, nondurable-goods manufacturing, and transportation and warehousing.

Value-added price growth for construction was the lowest since 1992.

Price growth for durable-goods manufacturing turned up for the first time since 1994.

Price growth for nondurable-goods manufacturing was the largest since 1980.

Price growth for professional, scientific, and technical services slowed for the third consecutive year, marking its lowest growth since 2003.

Value-added price growth slowed for 12 of 15 major services sector industries in 2008.

Value-Added Prices

Agriculture, professional and business services, and construction contributed most to the slowdown in the GDP price index in 2008.

The sharp increase in value-added price growth for mining was driven primarily by high oil and gas prices during the first half of 2008 and partly offset price growth slowdowns in other industries.

Nondurable-goods manufacturing accounted for a fifth of the growth in the GDP price index in 2008.

Growth in value-added prices for professional and business services decelerated sharply in 2008 after contributing at least a tenth of GDP price growth during the previous 4 years. Prices for all three sectors of professional and business services decelerated, led by management of companies and enterprises.

Value-added prices for ICT industries continued to fall. ICT industries have subtracted from GDP price growth every year since 1991.

Current-Dollar Value Added

Private industries' share of current-dollar GDP declined for the second consecutive year.

Construction's share of current-dollar GDP fell to its lowest level since 1997.

Manufacturing's share of GDP is at its lowest level since 1947--the first year for which these statistics are available. The sector's share has fallen in 9 of the past 10 years.

Finance and insurance's share of GDP fell to its lowest level since 2000.

The private goods-producing sector's share of current-dollar GDP fell to its lowest level on record.

Methodology for the Advance Statistics

The advance statistics for 2008 were prepared for major industry groups using a methodology that was developed to incorporate summary source data. The advance statistics are published at approximately the 1997 North American Industry Classification System (NAICS) two-digit industry level. The preparation of the statistics uses a methodology that draws heavily on data from the NIPAs for both the current-dollar statistics and the real statistics on value added by industry. This methodology and level of industry detail differ from the methodology and level of detail found in the integrated annual industry accounts. (1)

Current-dollar statistics. The current-dollar statistics on value added by industry are prepared by extrapolating industry statistics on compensation of employees, gross operating surplus, and "taxes on production and imports less subsidies" with published and unpublished industry data from the NIPAs. (2)

* Compensation of employees by industry is extrapolated using the sum of industry wage and salary accruals and supplements to wages and salaries.

* Gross operating surplus by industry is extrapolated using the sum of industry corporate profits, proprietors' income, capital consumption allowances, net interest, and net business current transfer payments. These components account for nearly all of the gross operating surplus for most industries.

* "Taxes on production and imports less subsidies" are extrapolated by applying the growth rate of industry group statistics directly to each detailed industry. (3)

* Value added for farms and general government are obtained from the NIPAs.

Real statistics. Chain-type price and quantity indexes and chained-dollar statistics on value added by industry are prepared using a single-deflation methodology. An industry's current-dollar estimate of value added is deflated using the industry's gross output price index. (4) A Fisher aggregation of the detailed industries yields the chain-type price and quantity indexes for industry groups. The gross output price indexes for detailed industries are implicit price deflators that are computed as current-dollar gross output divided by chained-dollar gross output. For detailed industries, both current-dollar and real gross output are extrapolated by a variety of source data from the NIPAs, from other federal government agencies, and from private institutions.

The annual industry accounts for 1998-2007 are published at the NAICS three-digit industry level using a more comprehensive methodology that integrates detailed source data within an input-output framework that balances and reconciles industry production with commodity usage. (2.) Current-dollar value added in the annual industry accounts is measured as the sum of industry distributions of compensation of employees, gross operating surplus, and "taxes on production and imports less subsidies"

(3.) Taxes on production and imports at the NAICS two-digit industry level are applied directly to three-digit industries. Subsidies are distributed using the industry's share of total subsidies from the previous year.

(4.) Single deflation best approximates the results obtained through double deflation when an industry's input prices and output prices are growing at the same rate. Under double deflation, real value added is computed indirectly as the difference between real gross output and real intermediate inputs. For more information, see Robert E. Data Availability

The advance statistics on value added by industry are presented in current dollars, chained (2000) dollars, chain-type quantity indexes, and chain-type price indexes. Annual input-output accounts for 2008 will not be available until 2010. The statistics for 2008 and the full set of annual industry accounts are available interactively on BEA's Web site. Annual Industry Accounts (AIAs) and the National Income and Product
Accounts (NIPAS) that result from the incorporation of source data in
the AIAS that were not available to be incorporated in the NIPAS.
These differences do not indicate future revisions to the NIPAS, which
will reflect the incorporation of additional key source data.
