THE private services-producing and private goods-producing sectors of the U.S. economy remained strong in 2006, as real growth accelerated in both, according to advance estimates of gross domestic product (GDP) by industry. In addition, GDP price growth remained stable, as accelerating price growth in the private services-producing sector was offset by sharply decelerating price growth in the private goods-producing sector.

The advance estimates of GDP by industry were released by the Bureau of Economic Analysis (BEA) on April 24, 2007. These estimates reflect newly available source data on the distribution of growth in real GDP and inflation by industry. Highlights of the estimates include the following:

* The private services-producing sector grew 4.1 percent in 2006, up from 3.7 percent in 2005. All 15 industry groups in the services sector expanded in 2006 (chart 1).

* Real growth in the private goods-producing sector accelerated to 2.5 percent from 2.1 percent in 2005. Growth in four of the five industries in this sector improved in 2006. Construction increased 1.3 percent, compared with a 3.9-percent increase in 2005.

* Manufacturing continued to experience strong real growth, increasing 3.3 percent in 2006 after increasing 2.2 percent in 2005. Real growth in durable-goods manufacturing accelerated to 6.7 percent in 2006 from 4.9 percent in 2005.

* Information-communications-technology (ICT)producing industries experienced double-digit real growth for the third consecutive year, increasing 12.5 percent in 2006, compared with 13.3 percent in 2005.1 These industries accounted for 3.9 percent of the economy but 14.2 percent of real GDP growth (table A).

* Slower value-added price growth in mining, largely due to slowing crude petroleum prices, was the primary contributor to decelerating value-added price growth in the private goods-producing sector (3.4 percent in 2006, compared with 6.1 percent in 2005).

* Private industries' share of current-dollar GDP increased for the third straight year, accounting for 87.6 percent of the economy in 2006. This trend largely reflected rising shares for the mining, construction, "real estate and rental and leasing" and "professional, scientific, and technical services" industry groups.

The advance estimates were prepared for broad industry groups using a methodology that incorporates summary source data from the "final" estimate of fourth-quarter GDP in the national income and product accounts (NIPAs). The advance estimates will be revised in the fall of 2007 to incorporate more detailed industry source data. (2) The revised estimates will be prepared using BENs integrated annual industry accounts methodology, which includes both the annual GDP-by-industry accounts and the annual input-output accounts.

The remainder of this article includes a discussion of industry trends and developments, an appendix describing the methodology used to prepare the advance estimates, and nine tables that present the advance estimates for 2006 and the more detailed estimates from the integrated annual industry accounts methodology for 2003-2005 (see the box "Data Availability").

Industry Performance

The private goods-producing and private services-producing sectors remained strong in 2006; real growth in both sectors accelerated. GDP price growth remained stable as accelerating value-added price growth in the services sector was offset by a sharp deceleration in goods-sector price growth (chart 2). In addition, the advance estimates for 2006 reflect continuing trends in the U.S. economy. ICT-producing industries experienced double-digit growth for the third straight year. Goods-sector value-added price growth was above 3.0 percent for the fourth straight year. And private industries' share of current-dollar GDP rose for the third straight year.

Real economic growth

Private services-producing sector. Real value added accelerated to 4.1 percent in 2006 from 3.7 percent in 2005 (table B). (3) Strong growth in the services sector was marked by expansions in all 15 services-sector industry groups. The services sector continued to drive real economic growth, accounting for more than 80 percent of real GDP growth while accounting for less than 70 percent of the economy in 2006. Services-sector growth reflected more rapid growth in "finance, insurance, real estate, rental, and leasing" that offset slower growth in the retail trade, information, and "professional and business services" industry groups.

The "finance, insurance, real estate, rental, and leasing" industry group increased from 3.0 percent in 2005 to 5.4 percent in 2006. Growth in this industry group was led by "real estate and rental and leasing," which increased 6.0 percent in 2006. "Real estate and rental and leasing" accounted for 23.0 percent of real GDP growth, nearly double its 13.1-percent share of current-dollar GDP.

Information was the fastest growing industry group for the third consecutive year, increasing 7.2 percent in 2006 after increasing 9.0 percent in 2005. Information industries were the largest contributor to real GDP growth relative to their size in the economy, accounting for 9.4 percent of real growth, more than double their 4.4-percent share of current-dollar GDE The "professional, scientific, and technical services" industry group increased 5.2 percent in 2006 and accounted for more than 10 percent of real GDP growth.

ICT-producing industries, which include industries from both the information and "professional, scientific, and technical services" industry groups, experienced double-digit growth for the third consecutive year, increasing 12.5 percent in 2006. ICT-producing industries accounted for 3.9 percent of current-dollar GDP but for 14.2 percent of real GDP growth.

Private goods-producing sector. Real growth in this sector strengthened in 2006, increasing 2.5 percent after increasing 2.1 percent in 2005. This sector accounted for 15.2 percent of real GDP growth and 19.8 percent of current-dollar GDP. In 2006, stronger growth in this sector reflected improved growth in four of the sector's five industry groups.

In this sector, durable-goods manufacturing increased 6.7 percent, up from 4.9 percent in 2005, and "agriculture, forestry, fishing, and hunting" increased 5.0 percent, up from 0.1 percent in 2005. Both mining and nondurable-goods manufacturing continued to decrease in 2006, but at a slower rate than in 2005. Mining decreased 0.7 percent in 2006 after decreasing 2.6 percent, and nondurable-goods manufacturing decreased 0.9 percent in 2006 after decreasing 1.3 percent. Real growth in the construction industry slowed to 1.3 percent after increasing 3.9 percent.

The manufacturing industry group experienced accelerating real growth in 2006, increasing 3.3 percent after increasing 2.2 percent in 2005. This acceleration largely reflected stronger real growth in durable-goods manufacturing, which accounted for 13.6 percent of real GDP growth, or nearly twice its 6.9-percent share of current-dollar GDP.

Value-added price growth

Private services-producing sector. Growth in the value-added price index for the services-producing sector increased 2.6 percent in 2006, up from 2.3 percent in 2005. (4) This increase reflected more rapid price growth in the "real estate and rental and leasing" and "transportation and warehousing" industry groups. "Real estate and rental and leasing" increased 3.5 percent in 2006, its largest increase since 2001, and accounted for 15.5 percent of GDP price growth (table C). The value-added price index for "transportation and warehousing" increased 3.6 percent, its largest increase since 1998. Accelerating value-added price growth in these two industries offset slower growth in wholesale trade, which increased 4.3 percent in 2006 after 2 years of price growth above 6 percent.

Accelerating value-added price growth in "professional, scientific, and technical services" and a smaller decrease in information also contributed to the acceleration in price growth in the services sector.

Private goods-producing sector. Growth in value-added prices for this sector decelerated sharply to 3.4 percent in 2006 from 6.1 percent in 2005 (table D). Despite slowing, value-added price growth remained above the average annual rate of growth throughout the 1990s (less than 1 percent).

The deceleration stemmed mainly from mining, reflecting less rapid increases in crude petroleum prices. Despite slowing, the mining industry's value-added price index continued to experience double-digit growth, increasing 10.5 percent in 2006, down from 39.2 percent in 2005 and 19.0 percent in 2004. In 2006, mining accounted for 6.6 percent of GDP price growth, or more than 3 times its 1.9-percent share of current-dollar GDP.

Manufacturing and construction also contributed to the slowing private goods-sector value-added price growth rate in 2006. The manufacturing industry group increased 2.4 percent in 2006 after increasing 3.2 percent in 2005. This slowdown reflected decelerating growth in nondurable-goods manufacturing, which increased 5.1 percent in 2006 after increasing 8.4 percent. Value-added price growth in construction slowed to 4.7 percent in 2006 after increasing 8.7 percent.

Current-dollar shares

Private industries' share of current-dollar GDP rose for the third consecutive year, to 87.6 percent in 2006. The private services-sector share rose 0.3 percentage point to 67.8 percent in 2006, while the private goods-sector share fell 0.1 percentage point to 19.8 percent. In the goods sector, the manufacturing industry's share of current-dollar GDP held steady in 2006 at 12.1 percent after declining every year from 1999 to 2005.

Appendix: Methodology for the Advance 2006 Estimates

The advance estimates for 2006 were prepared for broad industry groups using a methodology that was developed to incorporate summary source data. The advance estimates are published at the 1997 North American Industry Classification System (NAICS) two-digit industry level. The preparation of the estimates uses a methodology that draws heavily on data from the NIPAs for both the current-dollar estimates and the real estimates of value added by industry. This methodology and level of industry detail differ from the methodology and level of detail found in the integrated annual industry accounts. (5)

Current-dollar estimates. The current-dollar estimates of value added by industry are prepared by extrapolating the industry estimates of compensation of employees, gross operating surplus, and "taxes on production and imports less subsidies" using published and unpublished industry data from the NIPAs. (6) Compensation of employees by industry is extrapolated by the sum of industry wage and salary accruals and supplements to wages and salaries. Gross operating surplus by industry is extrapolated by the sum of industry corporate profits, proprietors' income, capital consumption allowances, net interest, and net business current transfer payments. These components account for nearly all of the gross operating surplus for most industries. Industry estimates of "taxes on production and imports less subsidies" are extrapolated by applying industry group estimates directly to each detailed industry. (7) Estimates of value added for farms and general government are obtained from the NIPAs.

Real estimates. Chain-type price and quantity indexes and chained-dollar estimates of value added by industry are prepared using a single-deflation methodology. An industry's current-dollar estimate of value added is deflated using the industry's gross output price index. (8) A Fisher aggregation of the detailed industries yields the chain-type price and quantity indexes for industry groups. The gross output price indexes for detailed industries are implicit price deflators that are computed as current-dollar gross output divided by chained-dollar gross output. For detailed industries, both current-dollar and real gross output are extrapolated by a variety of source data from the NIPAs, from other Federal Government agencies, and from private institutions.

Reliability. The advance estimates continue to provide reliable information on the direction-of-change in real growth for industry groups and an indication of whether industries' real growth was well-above, well-below, or about average with respect to overall GDP growth. Last year's (2005) advance estimates correctly identified the direction of change in 13 of 16 industry groups and correctly identified the magnitude of real growth relative to GDP in 14 industry groups.

Data Availability

The advance estimates of value added by industry are presented in current dollars, chained (2000) dollars, chain-type quantity indexes, and chain-type price indexes. Annual input-output accounts for 2006 will not be available until late 2007. Current Initiatives

BEA is currently researching two improvements to the advance estimates of GDP by industry. First, research is under way to incorporate a double-deflation procedure for computing real value added by industry. This method would be similar to that used for the integrated annual industry accounts, but the estimates would be prepared in a partly balanced, rather than a fully balanced, I-O framework and would incorporate preliminary source data. This research has already allowed BEA to improve the advance estimates prepared using the current single-deflation methodology. Second, BEA is evaluating the feasibility of increasing the level of industry detail in order to include many of the industries that are currently published only as part of the integrated annual industry accounts and to include additional estimates, such as gross output, intermediate inputs, and the components of value added.

Comparing Aggregate Measures of Goods and Services Production in BEA's Industry and National Accounts

BEEs annual industry accounts (AIAs) include aggregate measures of value added by the private goods-producing and private services-producing sectors. These measures differ in several ways from the aggregate measures of goods and services in gross domestic product (GDP) from BEA's national income and product accounts (NIPAs). In 2006, real value-added in the private goods-producing sector (the AIA measure) increased 2.5 percent, while real GDP goods (the NIPA measure) rose 6.2 percent. Real value-added in the private services-producing sector increased 4.1 percent, while real GDP services grew 2.3 percent.

Specific differences between the two measures include the following.

Concepts. The NIPA measure of goods represents final expenditures for goods in personal consumption expenditures, in business and government investment, and in net exports, while the AIA measure of the private goods-producing sector sums up value added across all private goods-producing industries. For example, the final purchase of an automobile would be included in the NIPA measure of GDP goods. The value of that purchase implicitly includes the value added by all industries contributing to the various stages of the automobile production and distribution process. Contributing industries might include the mining industry (raw materials), the miscellaneous professional, scientific, and technical services industry (auto design), the motor vehicles, bodies and trailers, and parts manufacturing industry (auto assembly), the transportation services industry (auto delivery), and the retail trade industry (auto sales). In the AIAs, the value of the automobile purchase would be divided among each of the private goods- and private services-producing industries that contributed to the production and distribution of the automobile.

Classifications. In the ALAs, an industry that produces both goods and services output is classified wholly as a goods-producing or services-producing industry based on primary output. For example, the printing and related support activities manufacturing industry is classified as a goods-producing industry even though it also produces technical services as secondary output. In addition, the secondary output of most industries includes structures and software output produced with their own labor and capital.

Sectors. The NIPA measure of GDP comprises goods, services, and structures, while the AIAs divide GDP into the value added of goods-producing industries, services-producing industries, and government. In the AIAs, structures are produced principally by the construction industry, a goods-producing industry.

Valuations. GDP in the NIPAs is measured in purchasers' prices; therefore, trade and transportation margins are included in GDP goods. In the AIAs, value added is measured in producers' prices, and the value added of the trade and transportation industries is included in the services-producing sector.

Imported goods. Imports are excluded from GDP in the AIAs and NIPAs. But in the AIAs, the gross margins from distributing these goods are included, mainly in the value added of the trade and transportation industries.

The AIAs' input-output total requirements tables show that in 2005, private services-producing industries accounted for nearly three-fourths of the current-dollar purchasers' value of GDP goods and that private goods-producing industries and government combined accounted for nearly a third of the current-dollar purchasers' value of GDP services. Clearly, real growth in GDP goods and services reflects the real value-added growth of all private services-producing industries, private goods-producing industries, and government that contribute to production.
