摘要：Analisa o processo relacional de pressuposição entre o surgimento de uma consciência democrática e posterior construção da accountability no contexto democrático, visando confirmar a relação de pressuposição entre ambos e uma democracia de fato participativa. Para tanto, apresenta breve escorço histórico do desenvolvimento da teoria democrática, desde a Antiguidade até suas atuais conformações num contexto globalizado. Ancorado no método dedutivo, o estudo trará como plano de fundo a análise da accountability e a dificuldade em estabeler seu conceito, limitações e implantação. Traça, ainda, análise do papel da consciência democrática para consecução dos fins estatais, inserido na realidade histórica brasileira. Por fim, permite-se, pelo elo entre a democracia accountability, e progressão de uma consciência democrática, maior representatividade popular e consequente dissolução do poder ora concentrado nos governantes.
其他摘要：This paper analyzes the relational process of presupposition with the emergence of the democratic consciousness and the subsequent construction of accountability – all in a democratic context. Therefore, this study confirms their common presuppositional relationship and investigates the participatory democracy. Furthermore, this paper presents a short historical overview of the development of the democratic theory, from antiquity to their current representations in our globalized world. With the use of the deductive method, this study discusses the concept of accountability, the difficulty of defining its limitations, and employing its use. In addition, this research analyzes the role of the democratic conscience in achieving the objectives of the state, taking into account that it is inserted in Brazil´s historical reality. Finally, this research presents a link between democracy, accountability and the progression of the democratic conscience; thus, allowing for a more structured representation and dissolution of the concentrated power of the governing leaders.
