摘要：This article departs from analyzing briefly the term civil society, his relation with the State, and the importance of the control of state-owned power for part of this, It´s referred specially to the particular case of Cuba. Besides the Cuban of negative indirect power, contributing element that they contribute to make the control that the civil society on the State must have accomplishes a critical analysis of the juridical regulation. Finally, splitting of the importance of state-owned responsibility, a form is proposed of orchestrating it in the political system Cuban.
