The June 2011 issue of the Journal of Correctional Education is a
special topics issue on "Higher Education in Correctional
Education." We are pleased with the quality and relevance of the
articles which are included in the Journal, but need to clarify an
important point that many of the articles have in common. Many of the
research projects reported in this issue mention the Incarcerated Individuals Program (IIP), or the Youthful Offenders Grant as it was
previously known.
The IIP grants have been extremely beneficial in supporting
post-secondary correctional education across the nation. Indeed, several
researchers in this Journal issue reference the IIP or Youthful Offender
grants as the funding vehicle for the programs upon which their research
is based. Unfortunately, in the time period between the submission and
review of the manuscripts for this special topics Journal, the IIP
program has lost funding for FY 2012. This is a great setback for
post-secondary correctional education and an issue that CEA is taking
very seriously. We are in constant contact with federal officials and
legislators and involved in the efforts that are underway to reinstate
funding in the next federal budget.
As you will read in this issue, higher education in corrections can
have great impact on incarcerated students. Please be assured that the
Correctional Education Association is diligently working to convey this
message to legislators and policy makers.
