Introduction
From a Burnei perspective, the principal departure during the year
was unquestionably that of Lee Kuan Yew (1923-2015), the former Prime
Minister of Singapore, a "tested ally" of Brunei (later Negara
Brunei Darussalam), and a close personal friend of the royal family
there. A major statesman on the world stage, he was universally admired
and respected for his intelligence and achievements, particularly the
transformation of the city-state into a first-world nation.
Within the sultanate itself, attention might be drawn to the deaths
of YD Pehin Penyurat Haji Ahmad; Dato Abdul Gani bin Sheikh Abdullah;
Haji Bujang bin Haji Masu'ut; Dato Mohd Hashim bin Haji Tahir and
his spouse, Datin Hajah Masni binti Haji Abdul Jalil; and Datu Panglima
Md Noor bin Zakaria. Several other persons are recorded because of their
important connections (for example, Awang Abdul Halim; Hajah Hasnah
binti Datu Hulubalang Haji Abdul Wahab; Haji Jeludin bin Ahmad; Hajah
Siti Normala binti Haji Mohd Daud; Datin Dayang Puan binti Awang Hussin;
and Roslan bin Mamudin).
Among military officers, pride of place might be given here to
Lieutenant-Colonel Henry Burrows, who commanded the Royal Brunei Malay
Regiment between 1966 and 1969. There was also a large crop of officers
who featured during the Confrontation era (Bagshaw, Baldwin, Black,
Burgess, Chester, Davie, Delme-Murray, Eberhardie, McAlister).
A notable "stayer-on" who died during the year was Dr.
Peter Hart, a nonagenarian medical specialist, who converted to Islam as
"Idris bin Abdullah." The world of scholarship lost several
giants, notably Dr. Cheah Boon Kheng, Datin Dr. Barbara Harrisson, Datin
Dr. Hajah Sa'adiah binti DDW Haji Tamit, and Dr. K.G.P. Tregonning
MBE.
Mrs. Stella Litherland was an educationalist. Widows include Mrs.
Ann Clapham, Mrs. Judith Davis, and the Dowager Baroness Killeam.
Notices are also given here of some people who died before 2015, viz.
Sultan Azlan Muhibbuddin Shah (d. 2014) and his son, Raja Ashman (d.
2012), both of Perak. A few persons date back during the colonial era:
Russell Gwilliam (d. 2014), Stanley "Tim" Hardy (d. 2013), and
J.F. Storey (d. 2008).
There was also a murder victim, namely Klaas Willem Van Luik
(1959-2014), an employee of Brunei Shell Petroleum, and a passenger on
Flight MH17 when it was shot down over the Ukraine on 17 July 2014.

ABDUL JALIL ISKANDAR ibni Sultan Ibrahim, Yang Amat Mulia Tunku
(1990-2015)
On Sunday 6 December 2015 HRH Crown Prince Al-Muhtadee Billah, on
this occasion also Deputy Sultan, attended the funeral of Prince Abdul
Jalil of Johor Darul Ta'zim as the personal representative of HM
Sultan Haji Hassanal Bolkiah. The deceased was buried at the Makam
Diraja Mahmoodiah. (12)
Prince Abdul Jalil Iskandar, the fourth of six siblings, was the
Tunku Laksamana of Johor. (13) Son of Sultan Ibrahim and of Permaisuri
Raja Zarith Sofiah Sultan Idris, he died of liver cancer (kanser hati)
at the age of twenty-five on Friday 4 December 2015 (according to the
Straits Times) or 5 December (according to the Malay Mail and the Brunei
Times) (14) at the Sultanah Aminah Hospital in Johor Bahru. He was also
the nephew of the Tengku Puan of Pahang, namely Tunku Azizah Maimunah
Iskandariah. Diagnosed with the illness late in 2014, he underwent a
liver transplant in Guangdong on 10 December 2014. His illness had
prompted Sultan Ibrahim to set up the Tunku Laksamana Cancer Foundation,
which helps cancer patients in need of financial aid and treatment.
Born on 5 July 1990; educated at Sekolah Sri Utama at Johor Bahru
and then at the Johor Education Foundation Zaikarim Johor Bahru
International School; held a degree in zoological and conservation
studies from an unspecified university in the United Kingdom.
The first member of the Johor royal household to serve in the
police force after undergoing training for nine months, he held the rank
of an inspector. The new mosque at the Johor police headquarters is
named after him. He was also a volunteer keeper at the Singapore Zoo for
a year and at the London Zoo for two years. (15)
ABDUL RAHMAN bin Ya'kub, Yang Amat Berbahagia Tun Datuk
Patinggi (Dr.) Haji (1928-2015)
Highly-decorated Malaysian politician who died "of old
age" at 2130h on 9 January 2015 (16) at the Normah Medical
Specialist Centre in Kuching; uncle of Tun Abdul Taib Mahmud, the
current Yang Di-Pertua Negeri (Governor) of Sarawak; father of Norah,
his eldest daughter, who is MP for Tanjong Manis; (17) another daughter,
Khadijah married Datuk Mohd Nizam, son of Tun Abdul Razak. His funeral
was held on 10 January at Jamek Mosque in Kuching attended by two
thousand mourners, including Tun Abdul Taib himself, Tan Sri Adenan
Satem (Chief Minister) and Tan Sri Alfred Jabu (Deputy CM). (18) He was
interred at the Semariang Muslim cemetery.
Chief Minister of Sarawak, July 1970 to April 1981 (third
incumbent); organised anti-Brunei rallies in the mid-1970s, (19) but

was always present at Sarawak's historic moments, from the
formation of Malaysia in 1963 to the formation of the first coalition
state government in 1970, and the surrender of the communists in 1973.

King of Saudi Arabia and Custodian of the Two Holy Mosques, 1
August 2005 (28) to 23 January 2015 (having been the de facto ruler for
the previous ten years); born "in Riyadh, probably in 1923"
(according to The Independent) (29) or "on 1 August 1924"
(according to The Daily Telegraph (30) and The Guardian (31)), one of
many sons of King Abdul Aziz bin Saud; died on 23 January 2015; said to
have had more than thirty wives, "though not all at the same
time," and at least twenty daughters and fifteen sons.
Little formal education; suffered from a "speech
impediment." (32) "As a young man" he was Mayor of Mecca.
(33) Appointed (by Crown Prince Faisal) Head of the National Guard,
1962; became second deputy PM, 1975. Crown Prince from 1982 until August

Bolkiah at the Al-Yamamah Palace (Riyadh), 4 January 1999; the two

Prince Abdul Mateen of NBD was in Saudi Arabia as the personal
representative of HM the Sultan to express condolences to HM King Salman
upon the death of his brother, the former monarch, and to congratulate

Leader of the attack on Lahad Datu by two hundred Sulu militants,
the "Royal Sultanate Forces," in February 2013; died at the
age of seventy four of cardiac arrest on 13 January 2015 at Simunul in
Tawi-Tawi. Younger brother of Sultan Jamalul Kiram III (d. October

Suyoi Osman, Minister of Development, NBD, signed a book of condolences
at the Indian High Commission in Kampung Sungai Akar. (49) Known as
India's "missile man" for his role in developing the
country's nuclear weapons project, he was the first scientist to
hold office as India's President and was widely viewed as an
apolitical figure; died in northeastern India while giving a talk in the

In January 2009 "Belcorp was charged with failure to furnish
the Revenue Section, Ministry of Finance, with the relevant Return of
Income and Particulars Form from 2001 to 2006. The company's
director, Maria Angela Chin Belizario, pleaded guilty to all five
charges and was fined B$4,000 or five months' imprisonment in
default of payment." (62)
BLACK, Admiral Sir John Jeremy (1932-2015)
GBE 1991, KCB 1987, DSO 1982. Born on 17 November 1932, died on 25
November 2015. (63) Served with the Royal Navy from 1946 until the
mid-1980s. Commanded HMS Fiskerton, a minesweeper based at Singapore,
1961-3;64 involved in the Limbang operation of December 1962, for which
he was awarded the MBE and the Setia Negara Brunei. He was also
court-martialled for discrepancies in Fiskerton's accounts;
reprimanded for a minor offence, but found not guilty of the principal
charges. Autobiography: There and Back (2005).
BUJANG bin Haji Masu'ut, Awang Haji (1951-2015)
Brunei Times' Group Editor-in-Chief; deceased in NBD nlt May

He actually died in the early morning of 24 March 2015 (which gives an
indication of the potential lag between death and the application for
probate), at the age of sixty-four following health complications.
Funeral prayers were held at his home in Kampong Sungai Bakong, Lumut,
before he was laid to rest at the Kampong Sengkarai Cemetery in Tutong
District; survived by his widow (as above) and five children. (66)

CHEAH BOON KHENG, Dr. (1939-2015)
A giant of Malaysian historiography who died of cancer on Monday 27
July 2015 at the age of seventy-six. The funeral was due to be held on
30 July 2015 at the Gui Yuan Funeral Parlour in Petaling Jaya. (83)
Survived by his widow (Ai Lin Kho), son (Cheah Lu Shun), daughter-in-law
(Carol Tang) and a granddaughter (Esther). (84)
He edited and introduced Papers Relating to Brunei in the MBRAS
Reprints series, first published in 1998 and re-issued in 2012. (85)
From a peranakan background, he was born in 1939 at Port Swettenham
in the Federated Malay States. The first president of the Socialist Club
at the University of Malaya during his undergraduate days in the late
1960s, (86) he took his MA there in 1974 and his Ph.D. at the Australian
National University in Canberra five years later. He became Professor of
History at the Universiti Sains Malaysia until his retirement in 1994.
(87) He joined MBRAS in 1976, serving as Vice-President from 1991 until
shortly before his death. He was also editor of JMBRAS and the
associated monograph series.
He commenced his working life a journalist with the Straits
Times', but, in a mid-career change, he enrolled in the ANU, where
he obtained his doctorate under the supervision of Dr. Anthony Reid and
Dr. David Marr. His books include The Masked Comrades (1979); Red Star
Over Malaya (1983; fourth edition, 2012), a classic account of the
Communist Party of Malaya's early activities; Malaysia: The Making
of a Nation (2002); and To' Janggut (2006). (88) He also edited
Early Modern History: The Encyclopaedia of Malaysia, Volume Seven
(Singapore, 2001), in which he supplied a linking narrative via his
general introduction to the volume and his prefaces to each of the seven
sections.
He liked to take a bottom-up rather than top-down approach to
history, as, for example, in The Peasant Robbers of Kedah 1900-1929
(1988; new edition, 2014), a study of rampant crime in rural Kedah where
Robin Hood-style banditry flourished. This approach allowed the
peasantry in the villages, rather than the elite in the state capital,
to occupy center stage (pp. 7, 126). Many oral stories about the bandits
could not be independently verified. This led Professor Cheah to the
conclusion that the myths must have been "invented by the peasants
to register their feelings of protest against the authorities, or
against the rich and powerful" (p. 125). A lucid, concise and
analytical study, fizzing with ideas, The Peasant Robbers of Kedah
remains thoroughly to be recommended. (89)
Personally, Dr. Cheah is remembered as warm, generous and humble,
ever willing to help others, and thoroughly dedicated to the cause which
he served (Woo Kum Wah). The sort of adjectives used about him included:
gracious, wise, committed, kind, respected, friendly, encouraging,
selfless, helpful, and courteous. A pre-eminent historian, a role model,
and even a hero, he was evidently much-liked.

EBERHARDIE, Major-General Charles Edward "Ted"

MC 1952 (Korean War), MBE 1959. Born on 22 December 1924 at Belgium
in India; died on 3 October 2015. Fluent in Malay (as early as 1945).
Commander of 2 Para in Borneo, 1965: "In defiance of his orders,
his battalion operated in four-man patrols. This, he claimed, gave the
battalion more coverage than the other British units in theatre --with
equivalent results. He had scant regard for bureaucracy and military
dogma. His mantra was: "Fight the battle you are in--not the last
one; shoot the enemy nearest to you; and don't intellectualise a
slit trench--just dig it!" (100)
Educated at Bedford School. Wide-ranging career in the British
Army, 1941-76 (including Java, 1945); then moved into the antique
business in Belgium and France. Thrice married, four children. Suffered
a fall and died in hospital, Saturday 3 October 2015. With his wife,
Christine, he traveled regularly from their home in the south of France
to attend military reunions (101) each year. He was renowned for his
leadership in the jungles of Malaya and was CO of 2 Para during the
battle of Plaman Mapu. (102)
ESMAIL KIRAM II, Sultan (1939-2015)
Born on 9 November 1939 at Maimbung, one of thirteen children of
Sultan Punjungan Kiram; Sultan of Sulu from October 2013 until his death
on 19 September 2015, in succession to Sultan Jamalul Kiram III. (103)
Succeeded as Sultan by his brother, Phugdal Kiram.
Shunted aside by history, the sultans are still regarded as royalty
by about 75,000 followers in Sulu--one of the poorest regions of the
Philippines--but are no longer officially recognized by the Manila
government and have little else to do other than nurse historic
grievances. In recent years a dispute over succession rights within the
family was sparked by the decision, in 1990, of Esmail's elder
brother[,] Jamalul, who had been crowned sultan in 1986, to leave Sulu
for Manila to enter politics and show business in violation of sultanate
law. As rival claimants jostled for position, in 2001 Esmail was crowned
'Reigning Sultan' by the elders of Sulu. In November 2012
Jamalul once again proclaimed himself sultan and reasserted his claim to
Sabah. As Jamalul was by then living in a shabby two-storey house in a
poor suburb of Manila, Esmail continued to administer the court in Sulu
as co-regent. On 11 February 2013 a group of around two hundred armed
men led by another brother, Agbimuddin Kiram [gv], set off to cross the
narrow stretch of sea between Sulu and Sabah. The intrusion led to a
stand-off between the sultan's followers and the Malaysian
authorities, followed by a rout which cost the lives of sixty-three Sulu
militants and ten members of the Malaysian security forces, and forced
more than six thousand Filipinos to flee to Sabah. When Jamalul died in
October 2013 Esmail was named sultan. He refused to give up his claims
to Sabah and appealed to the UN "to take the necessary preferential
attentions for a peaceful resolution of the conflict to avoid further
bloodshed." (104)

tropics for thirty-five years. Gifted linguist. Wrote an autobiography,

the Bodleian Library in Oxford, reference GB 0162 MSS. Ind. Ocn. s. 353;
donated to the library by Hardy on 24 May 1993. The subject matter
includes security problems and the communist insurgency in Sarawak
during the 1960s. In May 1998 he also deposited at the library a
typescript report on the Republic of Naum's [1968] Independence
ceremonies.
HARRISSON, Datin Dr. Barbara V. (1922-2015)
"Archaeologist, photographer and animal lover," co-author
(1956) of a report on excavations at Kota Batu, and a prolific writer on
Borneo (including Brunei), Datin Dr. Harrisson died at the age of

Hart worked as a consultant physician--initially in KL, Malacca,
and Malawi--before joining the Brunei General Hospital in 1962:
Starting as sole physician for the whole of medicine and
paediatrics, he led the modernisation of the country's health
service. He went to the Royal Free Hospital in London to learn
haemodialysis, establishing the programme in Brunei with a single
dialysis machine. He trained local physicians; introduced
echocardiography (for the several hundred patients with rheumatic
heart disease), fibre-optic endoscopy, and bronchoscopy; and set up
the intensive care unit. (125)
In 1979 Hart left Brunei to return to the UK. From there he worked
in Bahrain for four years. He returned to what had become Negara Brunei
Darussalam in 1986 [thus (126)] and set up the Hart Medical Clinic,
which continues to this day. He finally retired in 2006. (127)

appointed to the Oilfield Security Forces (Pasukan Keselamatan Padang
Minyak), for whom he worked from 1958 until 1974. He commenced his
service with the Brunei Police Force in 1958 as an Additional Police
Officer (APO) and was awarded the medal for 'Best Recruit'
during training. He was promoted Inspector in 1960 and received a
Campaign Medal (Pingat Perjuangari) in 1962. He died on 16 March 2015.
On 11 February 2016 sixty members of the Oilfield Security Police in
Belait District, headed by the commanding officer, Inspektor Haji Kaffli
bin Haji Lidus, attended a Majlis Tahlil dan Doa Arwah, at the Islamic

This was a lady with very important connections indeed. Her

ROAD DEATHS 2015
Annual road fatalities in NBD reached the same total (24) by
September 2015 as they had done throughout 2014, (178) including eleven
within a single month beginning on 25 August 2015. The Ministry of
Communications blamed road users themselves for the fatal accidents.
Vehicles were often handled in a risky way, including speeding,
attempting to overtake, doing U-turns in no U-turn areas, driving on
tyres with thin tread, and cycling during the night. Drowsiness was one
cause of the accidents. All this was despite the fact that in January
2015 the Ministry had published a guide entitled Safe and Smart Driving
in Brunei Darussalam. Data from 2011-13 indicated that road accidents
were caused overwhelmingly by driver misbehaviour (85-95%), followed by
"vehicle defects" (4-5%) and "road environment"
(3-4%). (179) In November 2015 ASEAN announced a plan to cut road deaths
by half in five years. (180)

A great contributor to scholarly life in the sultanate, Datin
Sa'adiah was educated at the Seri Begawan Training College for
Teachers of [Islamic] Religion. She worked as a Lecturer in the Islamic
Studies Faculty of the Sultan Omar 'Ali Saifuddien Islamic Studies
Institute and at the UBD's Brunei Studies Academy. She was also an
associate (sambilan) lecturer at the KUPUSB. A former member of its
academic staff, she made a bequest to UNISSA of Muslim reference books
and other titles relating to regional Islamic history, 2 July 2015. A
further 372 books were bequeathed to the KUPUSB Library. (184)

commissioned on 1st April 1949 and completed his National Service with
the 5th Inniskilling Dragoon Guards whom he immediately re-joined on
hearing they were to be sent to Korea. In 1969 he was appointed
Commanding Officer of the 9th/12th Royal Lancers [until 1971] and [in]
1990 he was appointed Colonel of the Regiment [until 1995]. On the
formation of The Royal Lancers he was appointed to the Council. (197)

the Brunei Shell Petroleum Company Limited since 2013, he was traveling
alone on a personal trip. He had worked for Shell since 1985. Survived
by his widow, from Sarawak, whom he married in 2010. Shell lost a
further three employees during the disaster, including another person
from the Netherlands, along with two Malaysians.

Her father, however, was a very senior man of pehin rank. One Mohd
Taha bin Haji Bakir was appointed Pehin Bendahari on 4 August 1958, YD
POK Setia Pahlawan on 16 February 1968, and YD POK Perdana Indera on 28
June 1970. The DSNB was awarded in 1972 and, as at August 1973, he also
held the DSLJ SNB POAS and PHBS. He was acting Resettlement Officer at
various times between 1963 and 1968.
One "YD POKL DSS Haji Mohd Taha bin Haji Bakir" was Chief
Executive Assistant at the Housing Application Division of the Housing
Development Department (TD 97:119c). [POKL might refer to Pehin Orang
Kaya Laksamana which is a higher-ranking office than POK Perdana Indera,
cf. Brown 1970:201, No 6 versus No 14; and, therefore, one to which the
POKPI might have been promoted during the interim]. References exist to
"Awang Abdul Razak bin POKPI Mohd Taha" and to "DHS Sara
binti POKPI Md Taha." There is an application for probate in April
2006 by Abdul Kahar in respect of his father 'POKLS [thus] DSS Haji
Mohd Taha bin Haji Bakir' (PBI 12.4.2006:18bc). Pehin titles are
rare; so it is not very likely (but not impossible) that there would be
two different persons named "Pehin Mohd Taha bin Haji Bakir."
