Letter from ACTE Reorganization Chair, Gene Callahan

Fellow ACTE Members:

In March 2004, the Organizational Review and Assessment Task Force after months of research, study and deliberation, submitted to the membership a new vision for how ACTE could enhance its value to each CTE professional and continue its relevance in a changing environment. We stressed at the time that the plan was a starting point and asked for member input to help define its final shape.

Over the past months we have received numerous comments and suggestions. I want to thank the many members state association leaders and associates of ACTE who provided input.

The Task Force carefully reviewed and discussed every comment received. The proposed reorganization was revised based on the member input. We believe the revised proposal will truly stand the test of time and is reflective of the membership. We believe the proposed reorganization is fluid, flexible and sustainable and will withstand an unknown future and any changes the winds may blow in our direction.

I urge every member to carefully review the components of the reorganization plan. We encourage you to ask questions and seek clarification where necessary The final decision on the reorganization will be made by the Assembly of Delegates in December during the ACTE Annual Convention in Las Vegas.

Career and technical education has always been at the forefront of change. It is the nature of our profession and the knowledge and skills we strive to teach. It is critical that we bring this ability to our professional association. Now is not a time for inaction!

ACTE Communities of Practice

* Any group of 25 or more individuals may form a Community of Practice.

* Member formed, member driven.

* Members can belong to as many communities of practice as meet their needs and interests.

* Communities of Practice receive:

--Session(s) at Annual Convention based on points earned

--page on ACTE website

--outreach support from staff

* No pre-determined money received from ACTE budget.

* Approval process designed by Board to avoid duplication.

Regions

* Provides a process for electing members-at-large to the Board of Directors.

* Facilitates the leadership development efforts of ACTE.

* Five regions using current state configurations.

* Zero-based budget provided.

Assembly of Delegates

* Purpose

--Forum for discussion on issues

--Advise the Board on future directions for ACTE

--Approve changes to the Bylaws

* Meets annually at Annual Convention

* Composition

--ACTE Board of Directors, Officers and standing committee chairs

--State Associations--1 per state, plus 1 per 100 ACTE members or major fraction thereof

--Educational Institutions--one (1) per institutional membership

--National Affiliate Organizations--based on dues category

The Role of the Board of Directors

Effective Boards should be spending about 70 to 80 percent of their time on external issues important to the membership and 20 to 30 percent on internal matters. A focus on external issues, choices of strategic direction and outcomes rather than implementation issues suggests a leadership approach to governance.

Career and Technical Education Foundation

* Purpose: To raise funds for awareness activities, research and scholarships.

* Primary sponsors to be business and industry. Industry related associations, CTSOs, institutions, and individuals may contribute to the foundation.

* Levels of contribution to be determined.

* Separate governing board.

* Voting member on ACTE Board of Directors.
