摘要：Los recursos naturales pueden ser una maldición para el desarrollo humano dependiendo de las instituciones. Para determinar si un declive institucional y el deterioro de la calidad de vida se presentan en forma independiente en los municipios petroleros del país se construyeron dos índices para el periodo 2000-2010. Los resultados sugieren que hay un umbral institucional, por encima del cual la relación entre regalías per cápita y calidad institucional es negativa, una situación necesaria pero no suficiente en los municipios que sufrieron la maldición de recursos naturales y que alerta sobre las políticas de estos municipios y la nueva reglamentación de las regalías.
其他摘要：Some researchers claim that rents resulting from natural resources could be a curse for human development depending on their institutions. Using a comparative method to determine if institutional decline and deterioration of quality of life were independent situation in the main oil municipalities, I constructed two indices (of institutional quality and living conditions) for the period 2000-2010. The results suggest the existence of an institutional threshold above which the relationship between per capita royalties and institutional quality is negative. This situation is a necessary but insufficient condition in municipalities experiencing the natural resource curse. This contributes to the policies of these municipalities and provides a warning regarding the new institutional regulation of royalties in the country.
