摘要：The article analyzes the Project of Law for Higher Education of the Ministry of Education (MEC), in the version of December 6, 2004. It establishes connections with the measures already introduced by the federal government, like the Program University for All (Prouni), the Technological Innovation and the National System of Evaluation, to criticize the government's argumentation that the higher education reform has not yet started. The similarities with the proposals of the World Bank are indicated, suggesting the force of the agenda implemented in Brazil at the end of the 1990’s and at the beginning of the present decade. The study also sustains that the resources for federal high education, already decreasing in the last two years, will be reduced even more, while State resources given to private institutions will grow. Finally, it points out the implications for the production of knowledge and indicates criticism and resistance lines that are being developed in the country.
