摘要：This article seeks to explain immigration in its administrative and integration enclave. A journey within Spanish autonomous regions, displaying and inserting the migratory phenomenon in a composite and multi-level State. We would like to direct the reader’s attention to the issue of managing mobility and permanence in a heterogeneous context. In a few words, this article posits the need of inter-administrative cooperation within the State when it comes to manage an international flow which crystallizes in different migratory patterns based on the autonomous regions. At which point, we will carry out a cumulative incursion on immigration, namely: within immigration and within Spain. We will describe the flows, the permanence and the globalization of migrations. We present some inadequacies regarding administrative interactions and we suggest some reforms. All this compounds a necessary approach for a good multi- level management of the new population.
