标题:Studying Higher Education through the Lens of Public Policy: Higher Education Development Fund and Development Programmes as Two Implementation Instruments in Czech Higher Education
摘要:Following the review of public policy and higher education implementation research, the article argues for greater utilisation of public policy implementation theory in higher education research. The article does so by applying the instrumental approach to policy implementation to the study of the role, functioning, and impact of two, system-level, funding-incentive based instruments of Czech higher education policy on quality assurance: the Higher Education Development Fund and the Development Programmes. The conceptual similarities and differences between the two instruments are identified, described, and compared against the set of thirteen criteria. The conclusion that the Development Programmes, though more heavily subsidized, display less accountability orientation is made. Finally, the recommendation for a more systematic study of the interrelationship between policy design and implementation when conducting research into implementation of higher education policies is put forward.
