摘要:Abstract This study aimed to develop scales which determine teachers' perceptions of organizational silence. Population of the study covers 426 teachers who work in 20 primary schools in Elazığ. An item pool was developed which consist 30 items for teachers' perceptions of organizational silence scale. Professionals' suggestions were taken for scales content validity. The KMO test was used for the data suitability for the factor analysis. According to test result KMO value was found as ,876. Also explained variance is % 57,16 by organizational silence scale. Five factors has been obtained from the scale as a result of exploratory factor analysis. These factors are; "School Environment"," emotion ", "Source of Silence", "Administrator " and " Isolation. The internal consistency of organizational silence scale is .89. In addition to test construct validity of organizational silence scale, first and second order confirmatory factor analysis was conducted. The obtained values of the scales show that scale is valid and reliable. Key Words: Silence, Teacher, Scale, Organizational Silence Scale
