摘要：Abstract: In order to warrant their common future and perpetuate the social order in a blooming way, states should develop strong links between people. Respecting to pupil, honoring, allowance, sharing are the social expectations that every citizen wants to breathe. Those expectations cover the rules that people have to fulfil to themselves, each other and their states. European Union gives a special place for "citizenship" education in the context of developing conciousnees to become European in the citizens of member states, too. Developing common values system in a common frame eanbles building more problem-free social structure. That is why, every each member state of European Union have to educate its citizens. The aim of European Union citizenship action plan is developing a citizen profile which is strong and has participant citizenship sense. European Union, with 7 year action plan (2007-2013) started in the end of 2006, aims to build its common future. A lot of civil organizations consulted for the program. Programs aims to increase the awareness of responsibilities and rights as being a citizen. With this project, it is aimed to implement to be aware of responsibilities and rights as being a citizen and developing the sense of having European identity. In this study, applications of citizenship education in European Union countries and Turkey discussed comparitively in the legal, programs and school, family and student planes.
