摘要:With ‘The Regulation for Promotion of the Ministry of Education Staff, Title Changes and the Appointment by Relocation’ obligatory rotation has been brought on for the staff in educational management: for the deputy director of the provincial national education, national education director of the district, provincial and national education branch manager. As it is an initial application, the aim of the research, that is conducted to offer recommendations to practitioners and researchers, is to put forth the opinion of the provincial and national education managers. The study is in the descriptivemodel and of qualitativeresearch designs the case study is used. The study group was constituted with 17 educational managers who are incumbent in Antalya by using purposive sampling method to determine. A semi-structured interview technique was used in the study. Managers stated their opinion that they perceived the form of application as a problem but not the regulation itself and they made recommendations: their employee rights should be improved in order not to get effected by the involuntary rotation, the right for transition from an educational manager to a school executive should be accepted for the managers who don’t want to be employed in other regions of Turkey, the change in the regulation should not be operated backwards. In the light of the results, it is recommended to get opinions of managers and conduct similar researches.
