摘要：Abstract In this research, in which it was aimed to determine the views of school administrators and teachers on the strategic plans prepared at primary schools, content analysis was made with qualitative research method. The population of this study consists of administrators and teachers in strategic planning team in primary schools of Elazığ City. Within the context of a qualitative research method, a "typical case sampling" technique was used in the present study. Using this sampling technique, 11 teachers in strategic planning team and 4 school administrators was selected as the sample of this study from 4 schools in Elazığ Downtown. Data were collected through a open endend question and 9 itemed questionnaire which was developed by the researcher and were analyzed through QSR NVivo7 software.
