摘要:Among all the disciplines which are indispensable for an efficient pro-jection on the part of the science of urban planning, the one which is symptomatically less treated is precisely the most fundamental of all: that science which conceives of the very essence of urban planning as a pro-jection of the strategic lines of development which are to be followed in the future. This, is the capability for determining the future on the basis of the actions and/or ‘plans’ fore-seen from the perspective of the present. This topic is commonly neglected by urban planners and public administrations as pertaining to the ‘pseudo-mystical’ realms of something called ‘philosophy of history’, but its implications have a real, continuous and pre-critical impact on both planners and administrations on an unconscious level. As a result this unconscious influence means that the dogmas of this philosophy are imposed "naturally" and hence in a totalitarian manner. This article makes clear the immanent and fundamental necessity of conceiving and re-thinking all urban design theory and practice from the perspective of its own temporal essence. It analyzes the fundamental problems which this temporal preeminence of urban planning encounters in its relationship with the technical-legal tools of planning, which for their part are still prisoners of that Enlightenment ideology of ‘progress’ which has now been exhausted.
